I have no idea how they have that many phone numbers, they may work in this business. Facebook can actually know their country.
There is another possibility that they ask other people to verification. They usually have a profile of a beautiful girl and ask other guys to verify for them and it may help them to cover their identity.
I think the solution is simple. Facebook profiles have many similarities which allow us to find out their profiles but Facebook really should consider it as a problem instead of trying to make more profit.
